Nowadays, many areas in our country are endeavoring to ascertain the key industries of the local region, such as the pillar and leading industries. They tend to simply start from the Western theories and consider the proportion of industries to GDP and the relative degree of industry as the key evaluation for the main appraisal targets. This will lead to serious consequences such as the repetition of construction, the waste of resource badly and the vicious competition in the same kind of regional industries and between the related products.This thesis proposes that each district should consider its respective advantages in natural resources and differences in the cost and efficiency according to its specific condition in order to select the dominant industries as the main points of development in this locality.In this thesis, the author mainly proposes a method of the dominant industries choice method based on the special condition of Xinjiang area, which utilizes the domestic and foreign existing dominant industry choices theory, uses qualitative and the quantitative analysis, the theoretical analysis and the policy design unifies as the research technique, then carries out this method into the Xinjiang region and selects the dominant industries of Xinjiang region. Finally, the author put forwards the specific measures to the development of the dominant industries according to the selection. This thesis can be divided into three parts and four chapters: The first part is, based on the domestic and foreign results of relevant research, the author make a definition of dominant industries, analyze the basic principles of the choice of the dominant industries, and the construction of the index system of choice.Secondly, the author analyzes the significance of dominant industries development in the Xinjiang region, and then makes a quantitative analysis to the major industry of Xinjiang region in order to choose the dominant industries of this area quantitatively. After that, the author analyzes the stage of economic, the present situation and other main factors that would impact the dominant industries, and confirms the dominant industries of Xinjiang region at last.In the third part, according to the result of choice, the author of this thesis uses the industrial cluster theory and other related theory, and proposes the specific solutions to develop the dominant industries: Building dominant industrial clusters. Implement the market-oriented strategy for the conversion of superiority natural resources. Value the role of science and technology talent. Construct the infrastructure vigorously. Take the road of sustainable development.
