Industrial clusters are main economic phenomena of regional and industrial economy. Nowadays, the economic competition embodies the competition of regional industrial clusters, which have been changing present Chinese economic domain and even the world one. Therefore, the research, the identification and the formulation of the strategies planning have played an important role in the development of country and regions. Against the background of the new industrialization and the rising of central China, in order to take the lead to realize both the good and quick development, which strategies Changsha manufacturing industrial clusters should adopt and which policies they should make are the main research contents of this paper.This paper firstly introduces the research from scholars of domestic and foreign countries on the conceptions of industrial clusters, development modes and characteristics. It elaborates the formation mechanism and functions of industrial clusters, and through the evaluation methods of industrial clustering it has carried out the analysis concerning the overall evaluation and features in Changsha Industry Cluster. It has done a comparative analysis with other areas in the five industrial clusters of construction machinery , automobiles , biomedicine, new materials, and electronics information. Based on the theories of "3+3+3+3 Mode "and the formation mechanism of "dominant enterprises" industrial clusters. In the end, this paper puts forward development thoughts, strategic planning, policies and the suggestions. The paper also proposes the instructional opinions concerning the development of Changsha manufacturing industrial clusters from the theoretical aspect. However, further research need to be done in the development strategies and implementation and enforcement of development strategies, which should be combined with local political and cultural environments.
