The progress of industry brings people more products and better life, at the same time, leads to more and more environmental problems. The eco-industry theory appears in order to solve the contradiction of industry system and environment.Taking mineral-resource-based city Jinchang city as an example, on the basis of material flow analysis, eco-industrial research has been taken. With recycling enterprise as the start, the Eco-industrial Parks as a prop, we have researched sustainable development of Jinchang city deeply.First, this paper, based on the overall level of industrial development and the necessity and basis, discusses the urgency and feasibility of eco-industrial development of Jinchang city. Second, this paper uses material flow analysis tool to analyse the economic growth mode and evaluates the state of resources use in socio-economic activities of Jinchang city. The results show that the existed Jinchang city's economic development model has an intense (?)igh resources input, high pollution emissions? linear characteristic. And on this basis, this paper combines with the practicality to try to point the direction of industrial development of Jinchang city. Then this paper takes the Jinchuan Group Ltd for example to process in turn according to the "enterprise-Industrial Park-regional industrial cycle" three-levels. At the enterprise level, it should focus on clean production and ecological design, lower energy consumption, material consumption, pollutant emissions per unit of product; At the Industrial park level, through waste exchanging, recycle and other means , the waste and surplus energy can be used between enterprises in the park to achieve material closed-loop recycling and multi-level energy use; At the regional industrial cycle level, building sewage water recycling system,garbage classify and waste materials reuse system, then format the industrial symbiotic networks between parks, between park and key enterprises, park and non-admission enterprises. Finally, a lot of practical and strongly operational countermeasures are suggested, so that it can prolong the service life of nickel and copper resources and realize the sustainable development of the city.
