Studies On Gansu Province's Rural Poverty On The Background Of New Rural Reconstruction

The Fifth Plenary Session of the party's sixteenth pointed out that New Rural Reconstruction is an important historic task in the process of realizing our country's modernization. However, rural poverty areas are the difficulties and emphasizes during New Rural Reconstruction, therefore accelerating the development of rural poverty areas is the most difficult task, and which directly influences New Rural Reconstruction's course and final effectiveness to some extent. New Rural Reconstruction doesn't only contain poverty reduction and rural areas' development, but puts forward more hardly possible task for them. As one of underdeveloped provinces, the work of poverty reduction and rural areas' development is more and more difficulty even if there are many poverty reduction measures have been implemented in Gansu province. Therefore, New Rural Reconstruction doesn't only provide opportunities but challenges for it; thus, It is either the overriding objective of New Rural Reconstruction in poverty areas or the important aspect for solving the questions of agriculture, countryside and farmer for Gansu province to study and explore the theoretical and practical questions about poverty reduction and rural areas' development on the background of New Rural Reconstruction. Based on carefully learning the deep meaning of New Rural Reconstruction and understanding the current research about poverty reduction and rural areas' development, this paper will review the course and stages about the work of poverty reduction and rural areas' development in Gansu province, analyze the measures and policies that the government have been adopted for poverty reduction and rural areas' development and its effectiveness what have had, then summarize the experiments and find out questions, etc. In addition, through studying the opportunities and challenges in the course of poverty reduction and rural areas' development, the paper will explore and find out the main strategies, guideline and policies, demonstrate what developing mode is suit for Gansu province's poverty reduction and rural areas' development during New Rural Reconstruction.
