Study On The New Features Of Rural Poverty And Adjustment Of Poverty Reduction Strategy In Gansu Province

Poverty is an unavoidable socio-economic phenomena and a widespread worldwide problem. Eliminate poverty, improve the livelihood of the people and realize common prosperity is the basic requirements of the socialist system, it is also the important content of building a harmonious socialist society. Poverty problem is the bottleneck of socio-economic development of Gansu province, which is the poverty problem of Gansu province mainly happens in rural areas. Under the strong support of the government of all levels and the self-reliance of the poor farmers their-selves, the poverty alleviation and development has solved the absolute poverty—they can’t feed themselves, they can’t dress themselves, local people can’t live on their land, it steps in the new stage of consolidating the results of adequate food and clothing, improving development ability, narrowing the development gap, it also makes a great contribution to the century’s poverty alleviation and development.Poverty is a process of dynamic change, the road to poverty alleviation is very far long. The poverty alleviation of Gansu province emerges new characteristics in this new stage, This is a new challenge of the obvious decreases of marginal profit to the traditional poverty alleviation strategy. In order to adapt to new situations, the poverty alleviation of Gansu province should be revised under the guide of the guidance of the scientific development, keeping pace with the times and adjusting measures to local conditions. In order to complete the task of getting rid of poverty in5years and stepping into a well-off society with the country in8years.The concept, species, standard and measures of poverty and the reasons that causing the poverty, as the base of this paper, are discussed in this paper firstly. In order to describe the new character of the poverty, it is looked back the process and the achievements of the poverty alleviation of Gansu province in this paper secondly. Thirdly, it is concluded that the new characteristics of the poverty of the rural area of Gansu province and factors which form them based on empirical investigation and the contrast of the literature. From this the new challenges of the poverty alleviation under the new characteristics is analyzed deeply. Finally, the suggestions and countermeasures of strategies of poverty alleviation of rural areas of Gansu province is put forward in connection with the new characteristics.
