Research On Economic Transformation Of Petroleum City In China

A petroleum city refers to the industrial city which takes the petroleum resources as the basis for building and developing the city and takes petroleum and gas extraction and processing as its leading industries. China has more than 20 petroleum cities, of which about 2/3 are in the period of maturity and recession. The main restricted factors lie in the single structure, small industries, serious environmental pollution, city spatial dispersion and lack of functional constraints. Around these obstacles, the paper carried out series of systematical and deep research on economic transformation mode of petroleum cities in China.The paper has constructed five petroleum citiy economic transformation goal, namely the realization petroleum city labor force employment, the economic structure optimization and promotion, the establishment of the market mechanism realization system switcher, the ecological environment renovates and restores, the maintenance of social stability.In this foundation, this paper proposed the overall pattern of petroleum city economic transformation, namely the government leads, the market regulation, the government leadership and the market regulation unifies three modes in the reforming regulation aspects; the industry extends, the industry renews, the multi-dimensional industrial compound three modes in the industrial transformation way aspects; the project development, the cultivation and the strength shareholding system and all people start an undertaking three kinds to cut-into modes in the reforming start breakthrough point aspect; in time proposed "the ore uses up the city to fade - - the racing pattern", "the ore is popular the city glory - - specialized middle school pattern", "the ore stands honestly new - - runs up the pattern" three kind of point in time patterns in the reforming start point.Encompassing petroleum city economic transformation subject and the mode, this paper unioned petroleum city sustainable development objective request, from the petroleum city economy level of development, the resources environmental protection, the technical innovation and the harmonious society constructed four aspects to establish the economic transformation measurement system, and used the factor analysis method on six typical petroleum cities. The results indicated that, petroleum city economic transformation was still facing many stern and complex problems, and this paper proposed the corresponding countermeasures in view of these problems.
