In the early days after the foundation of China, we built a large number of resource-based cities to match the demand of the country. At the early stage of industrialization construction, these resources cities has made irreplaceable contributions for the development of the country’s economic construction and provides a strong support. And in recent decades, with the overexploitation and improper exploitation of resources, the resources cities successively appeared such problems as environmental degradation, the resources are exhausted, concentration and the resulting unemployment, so as to solve the problem of the sustainable development of the resource-exhausted cities become the focus of attention at home and abroad, the situation is more serious than abroad due to the late start and the insufficient experience in China.The Feicheng city of Shandong province is a typical resource-based city, it is no different compared with other resources city, but the smaller size and political enterprise management mode form its own uniqueness. This article is from the uniqueness of Feicheng city and through the analysis of the data acquisition and the specific situation, adjust measures to local conditions to fit the transformation of development of this city. At the same time, based on the research of the Feicheng transformation ideas and transformation model building,we can get many useful reference to the other resources city.This article is divided into six parts:the first part starting from the research background of the object,to introduce the purpose and significance of this research; The second part introduces the related concepts and theory of resource-based cities, including the definition of resource-based city and other related concepts and the theory of life cycle theory, the economic structure adjustment, and the theory of industrial cluster theory; The third part analyses the status of the development of Feicheng, and discussed its problems in this article; The fourth and fifth part are the focus of this paper, the first part introduces the transformation model of resource-exhausted cities at home and abroad, and has carried on the contrast analysis, based on the evaluation result, pick out the most suitable transition mode for the city; The fifth part is discussed in detail in how to built a particular mode of a city, so as to realize the transformation of status; The sixth part to evaluate the whole pattern, so as to prove the rationality of the model over the full text.
