The Research On The Transformation Of Economic Development Mode In Five Balances

After the reform and opening up, China’s economy has developed rapidly and obtainedsignificant achievement, but which has brought with the problems at the same time, such as theenvironmental pollution, energy consumption, unreasonable industrial structure, and innovationallack and so on. The report, which of the eighteenth national congress of China’s communist party,emphasizes that there has been the issues of the unbalanced, uncoordinated and unsustainabledevelopment in seeking economic development. The extensive mode of economic development,which of agricultural infrastructure is weak, the constraint of resources and environmentexacerbating, science and technology innovation ability is not strong, industrial structure isirrational, the gap between urban and rural, rich and poor is big, has become a serious obstacle inthe process of the economic development in our country. Eighteenth national congress clearly putforward to speed up the transformation of the economic development mode, deepen the reform ofeconomic system, promote strategic adjustment of economic structure and improve the level of theopen economy. According to the various documents and meeting indicates of Party centralcommittee, we should pay high attention to the transformation of economic development modeand transform the mode of economic development imminently in the process of economicdevelopment in the future.The transformation of economic development mode requires clear theoretical direction andgoal. The third plenary session of the sixteenth national congress clearly put forward that theimplementation of the “maintain the five balances” is the necessary condition to improve thesocialist market economic system,“five balances”, namely are balance the development of urbanand rural, balance the development of regions, balance the development of economy and society,balance the harmonious development of human and nature, balance domestic development andopening up to the outside world. The content of “five balances” is the request to thecomprehensive development of economy, politics and culture. The goal of “five balances” is topromote the whole development of socialism material civilization, political civilization andspiritual civilization. The way of “five balances” is to coordinate the development of economy,society and nature. The key point of “five balances” is to focus on the comprehensivedevelopment, which include a series of major issues to be solved during the current developmentprocess of our country, reflect the objective laws in the process of socialist modernizationconstruction and embody the strategic planning of comprehensive development of the socialistsociety. It is based on deeply summarizing the empirical experience of China’s reform andopening up for many years, analyzing the current reality with scientific theory of economicdevelopment to form new practical concepts and it has the direct role to promote the mode ofeconomic development. The relation between the policy of transforming economic developmentmode that were proposed in eighteenth national congress and the theory of five balances is closeand connect with each other. The most important point in the future of our country’s economicand social work is that how to transform the mode of the economic growth with aiming at the“five balances”.This article will combine theoretical researches at home and abroad, base on the scientificconnotation of economic growth, economic growth mode and the transformation of economic growth mode scientific connotation, mainly using the method of qualitative analysis from multipleperspectives to analysis problems and opportunities in the process of transforming the mode ofeconomic development since the reform and opening up in our country. This paper emphasizes theresearch of transformation of the economic development mode in the requirement of five balances.Through learning from international experience, the author will study respectively from thesystem innovation, structural adjustment and technological progress, and put forward the relatedcountermeasures and suggestions of the transformation of economic development mode in ourcountry.
