At present the competition among enterprises has transformed into the competition among talents from the simple competition of technology. Good staffs as the key competence of modern enterprises have become increasingly highly valued. Therefore human resource management has been promoted into a high level of strategy. Facts have shown valuing and strengthening human resource management plays an important role in developing enterprises' production and operation, improving labor productivity and ensuring the interest of enterprises. C bank is a commercial bank reformed from Rural Credit Cooperative, approved to be into operation by China Banking Regulatory Commission in January, 2010. Due to adopting the old management mechanism of RCC, C bank exposed various management loopholes bringing about poor benefit of enterprises and brain drain, which seriously hindered the development of the enterprise.In allusion to the poor human resource management of C bank, this paper uses L branch of C bank as a research object to capture feasible measures and analyzes the current situation of L branch's human resource management through the method of HR theories combined with solid evidence. It presents a practical reform scheme for L bank's human resource management from three perspectives of post establishment, personnel selection and assessment and stimulation system as cutting points. This provides a reference for C bank to establish the foundation of HR management improvement.
