December 11th 2006 is the day which China's accession to the WTO. According to commitments, China announced, foreign Banks also can be implemented national treatment based on the commitment of developing the business of RMB for Chinese citizens. Therefore, Chinese financial industry is facing unprecedented pressure of competition.Face to stiff competition especially for talent competition, Industrial and Commercial Bank of China conducted joint-stock reform on October last year and then proceed with the system of personnel management system supporting the transformation and recycling. And renovating or recycling of human resources management innovation model is a sign of transformation of the Industrial and Commercial Bank or a method of the changing pattern.In order to construct the new model of ICBC on human resources management, this paper has made some upholstery and continues. First, it has made the analysis to the present situation of ICBC on human resources management, including following questions: It is lack of human resources management strategic functions; the way of hiring staff should have more choices but not only confining to the only one; the staff positions have been wrongly configuration; The phenomenon of "want to be government officials" in talents selections are common; Staff training is becoming fonnalistic; the performance appraisal system needs to be changed. In the basis of this analysis, there are four different suggestions about constructing new model of ICBC on human resources management that in view of the internal and external environments and development trends after restructuring of ICBC currently: 1. To strengthen human resources management strategic functions; 2. To explore employment mechanism, and make real bankers; 3. To enhance training, and improve the overall quality of staff; 4. To improve the examination system, and give full play of incentives of performance management.
