Research On Comprehensive Environment-Economy Evaluation Of ZiGong CBD

At present, with China's WTO accession and the general trend of global economic integration, many cities have proposed to build their own Central Business Districts (CBD). For a time, China began whipping up a wave of CBD planning and development including many blind and irrational factors. Some city government, especially some small and middle-sized cities despite the limited size of their economies, in violation of the law of the market situation, made many enclosures and launched large-scale construction of the Central Business District. Meanwhile, the academic study of the CBD has been involved in many aspects, such as the CBD regional planning and design, CBD transport, CBD mechanism of evolution, etc. But these only concerned big cities, such as Beijing, Shanghai and others, lack of planning and construction of small and middle-sized cities, and even lack of comprehensive environment-economy evaluation of planning, construction and development of small and middle-sized cities' CBD. For this reason, the author of this paper will focus on small and middle-sized cities in China's planning and construction of the CBD. We choose Zigong CBD planning and construction and environmental protection as a case, discussing on the principle and important contents of the planning, construction and economic assessment of small and middle-sized cities' CBD. With the guidance of the scientific concept of development, this paper attempts to establish an integrated environmental and economic evaluation system to reflect the city's sustainable and coordinated development, and explores the way of the small and medium-sized cities' CBD sustainable development with Chinese characteristics.To more clearly explained, firstly some domestic and foreign literatures on CBD research and environment-economy evaluation are reviewed. Based on this, the planning and construction of the overall goals and principles and the key issues related to environmental protection measures of the CBD in Zigong City are analyzed and discussed. Then the expected benefits of the planning and construction of Zigong CBD is researched with an econometric model. From the perspective of economic assessment and strategic environmental assessment, an integrated environment-economy evaluation index system is established. Moreover, some policy suggestions aiming at planning and construction and comprehensive environment-economy evaluation of the small and middle-sized cities' CBD are put forward. These policy suggestions, not only provide basis for decision-making of the government of Zigong City, but also offer references for the planning and construction and environment-economy evaluation of other small and middle-sized cities' CBD.
