The pure income level of average of person in this county keeps an equal pace with national average level; the market-based level of rural production factor of this county estimated can reflect the average level of the whole country basically, compared with developed country, it is very low. Afterwards, this article through the achievement of on-site inspection and combines the relevant documents to describe and analyze three major factors of production elaborately and separately, find the development that domanial system, diathesis of farmer and rural social security system are impacting the development of rural production factor's market transition deeply.This article aims at seeking the way to improve marketization level of the rural production factor. After considering various kinds of influence factors synthetically, this article thinks that (1) the land contract separate from property right, and can inherit and circulate land , and after exceeding the longest service life which separate from use right, give the party with right to use automatically, the reform of land policy can stimulate the land to circulate fast in the direction of agricultural industrialization greatly; (2) on the basis of land system reform, unlock the control of rural registered permanent residence first, then unlock the control of registered permanent residence in urban and rural areas progressively, abolish the barrier of the household register and the strategy that " two pace to walk" can advance the development of labor force factor market greatly; (3) it will lay the foundation for the factor market's pluralistic development of the rural financial capital while introducing " system of guardianship bank which the private financial institution runs ".
