Causes Of Village Debt And Solution

Village collectives are the leading players and organizers in maintaining villagelevel operation and economic development.Because of historical factors and practical reasons,most village collectives in our country have some debt problems.In the process of promoting economic development,the village debt problem,if not effectively addressed,will accumulate more and more,making it difficult to develop the village economy.Debt-burdened villages cannot even function properly,comprehensive rural reforms cannot be advanced,and the construction of new rural areas is just empty talk.How to solve the village debt properly,eliminate the regeneration of new debt,and create a good environment for rural development is an urgent matter.This paper mainly includes the causes of village-level debt,harm and resolving measures in three aspects.Firstly,it summarizes the research status,causes and solutions of village-level debt at home and abroad.Secondly,according to the actual situation of our country,the causes and harms of village-level debt are analyzed in detail.The third part is empirical research part.Through investigation analysis,comparative analysis,the use of public finance theory,transfer payment theory,government function theory,on the basis of studying the basic situation of the village debt of L town,the preliminary solution measures,analysis and summary of further promoting the solution of village debt.Through the research,the causes of village-level debt are manifold,which can be summed up as the weak foundation of village-level collective economy,the heavy task of rural infrastructure construction,and the irregular financial management of rural grassroots organizations.To solve the village debt fundamentally,we need to strengthen the supervision of funds of rural grass-roots organizations,increase the accumulation of rural collective economy and optimize the way of investment in rural infrastructure.Village-level debt is a typical problem that affects the economic development and social progress of rural agriculture in a long period of time in our country.It is hoped that some of the research results obtained in this paper can provide feasible ideas for dealing with village debts and help to solve or even eliminate the adverse effects of village debts.
