| Currently, there are lots of problems existing in land acquisition compensation criteria in China, such as low compensation, not reflecting regional differences and not coinciding with market value of land, which cause lots of social conflicts and land disputes. Chinese government, experts and scholars have been focusing on the theoretical study and reform experiments of land acquisition compensation criteria for many years, but have not yet found a theoretically sound, practical in implementation and consensus approach. Under this condition, the land acquisition compensation is chosen as studying subject. This paper has obtained the developing directions of compensation standard in our country from reviewing on evolution process of land compensation standard, analyzing problems of land acquisition compensation criteria and summering exploration in practice. Based on the developing directions, from analyzing the land acquisition compensation price, this paper establishes land acquisition compensation criteria and constructs a kind of calculation method of it. At last, taking Shaanxi province for example, ArcView is used to implement the model and analyze the rationality of the model. The results of this paper concludes: 1) it should compensate according to market price and unique standard, and it should compensate coinciding with regional difference of land; 2) the land acquisition compensation criteria equals to the production value of agriculture land plus the reasonable distribution of land value added; 3) Reflecting regional differences of land by distance and level of economic development, and reflecting land value added by average industry land price, a kind of method to distribute land value added has been constructed under three hypotheses, and a kind of method to calculate land acquisition compensation has been established based on regional differences; 4) The result of the method indicates that the spatial distribution of the model' results coincides with the spatial distribution of economic level on the whole, and the result of the model is closer to the market price of the land than the integrated land section prices and standard of unified annual production of county, meanwhile, it also perfectly resolves the problem of weighing regional differences by plotting. |
