| Urbanization has already played main melody of modernization in China as inevitable request of industrialization development and historical tendency of society advancing to the progress. People gradually realize that urbanization is an important way to break through the bottleneck of social economy development, and suppressing urbanization development is counter to historical trend. Urbanization level becomes an important index to weigh local social economy level of development. In advancing urbanization development process, many places emphasize hardware construction but disregard software construction, and stress extension development in the quantity of urbanization while connotation development in the quality of urbanization is obvious insufficient. At present, our country is at speeding development stage, being out of joint between the quality and the quantity in urbanization development not only affects a city's sustainable development, more important, it make the realization of original purpose of urbanization discount seriously. Only on the premise that the quality of urbanization can be guaranteed, urbanization is just Pareto improvement to the development of the city and rural area,and brings effect in reducing time cost of modernization in China. Therefore, it becomes urgency demand of urbanization theory study and practice that emphasizes adequately the quality of urbanization.This article strives to deepen apprehension of urbanization, overcome mistake for apprehension, weigh scientifically the quality of urbanization, grasp accurately direction of urbanization development, and to avoid for urbanization but urbanization, by the study of urbanization development quality in Jiangjin, Chongqing. On the base of the analysis, it proposes constructive measures to improve the quality of urbanization, for providing correct theoretic guidance and case reference, for contributing to more adequately exert huge function of urbanization.This article analyse the conditions of urbanization quality in Jiangjin by combining quantitative research and qualitative research. Quantitative research is advantageous to improve scientificalness of research and reliability of result. But qualitative research is necessary because of the research object's complexity. Urbanization originally is a system engineering, therefore, the article evaluates urbanization quality from multi-angle by combining sociology, economics, ecology etc. theories and urbanization theory under guidance of system theory, raising integration degree and usefulness of the research, strengthening profunditiveness of research at the support of concerning theories. While constructs urbanization quality index system, this article ascertains each index proportion by Analytic Hierarchy Process (AHP method), reducing deviation from subjective judgment. In the whole research process, it pays attention to combine theories related to urbanization and Jiangjin's actual conditions, raising pertinency of research, at the same time, making it be some extensibility.By the urbanization quality research in Jiangjin, we can get main conclusion as follows:Urbanization is an insurmountable stage that China trend to modernization, while urbanization quality is return to the essence of urbanization and deepening of apprehension of urbanization. Under the eyeshot of urbanization quality, urbanization is not only a performance of "quantity" such as population and industries scale agglomerating or organical dispersion etc., but also is a transitional process of "quality" such as various system reform, civilization blend and promoting modernization of person etc.Its essence is that the request which people express a wish for sharing the achievements of social civilization and profits of development is steadily increasing, the society face the task advancing the productive forces, and carrying out to practice, it is a natural history process that traditional unenlightened country society changes to modern advanced urban society. The influence of urbanization is profound and lasting. Particularly for exalting citizen's quality in large area, tapping huge productivity in the population resources, it has special significance. Pursuit of efficiency and fair and expanded function of innovation constitutes ultimate driving force of urbanization development. Country urbanization, city modernization and integration of city-country make up three contents of urbanization which are subordinated urbanization. The article builts up urbanization quality index system with the frame which is composed of economy development quality, life quality, society development quality, infrastructure quality, ecological environmet quality and city-country overall development. It applies Analytic Hierarchy Process to calculating their proportions in urbanization quality index system which are 36%, 22%, 16%, 6%, 12%, 8%. By demonstrative research of urbanization quality in Jiangjin, Chongqing, the results are summarized as follows:(1) Jiangjin has already gotten into the stage of urbanization acceleration development. It can guarantee urbanization to develop well and continuously only through emphasizing urbanization quality. It must perceive guided character, profunditiveness, comprehensiveness of urbanization to economic development and transformation of social organization, by means of steadily doing basal work, break through various bondages at advancing with times, strictly avoiding urbanization being formalization, superficialization, movement, thereby well and in orderly sequences carrying forward urbanization development, accomplishing historic mission born by urbanization.(2) The level of urbanization quality in Jiangjin is still lower. Counting in 100 scores, its mark of urbanization quality is 43.94, so the task promoting urbanization quality in Jiangjin is tremendous. The level of urbanization quality in Jiangjin is below urbanization ratio near 5 percentage points.This demonstrates that it can't just apply urbanization ratio to weighing urbanization development quality. Multi-direct index characterizing urbanization quality just reflects intrinsic essence of urbanization development. It is also a marked feature which judge conversion from "quantity" types to "quality" types.(3) Urbanization in Jiangjin develop unbalancedly in every field, therefore urbanization quality is also influenced by it. In 6 fields, the quality of development of ecological environment is the highest, and the quality of economy development and life quality are middle,and the quality of development of society, the quality of infrastructure and the index of overall development of city-country are all lower.(4) 6 criterion layers in urbanization quality index system are interrelated. Any field can affect healthy development of other field if its development is defective or lacking, showing "bucket effect". So the 6 aspect should not be overemphasized at expense of the other in urbanization development, instead, they should develop harmoniously. But that doesn't mean to equally put effort, their different proportions indicates this point.(5) In order to push forward urbanization to head into higher level, Jiangjin should update the ideas, reform concerning the system and the policy; integrate actively Chongqing metropolitan area, Streamlining the way of characteristic development; tightly hold opportunity to develop economy, laying a solid material foundation for urbanization; strengthen city construction, continuously perfect function of the city; devote great efforts to develop culture and education undertakings; take country by city, facilitate construction of integration of city-country. Thus we can raise the quality of urbanization development actually and availably. |
