Food security has been attracted the attention of world concered, and it is more important in China. This paper analyzed and compared the content of the food security on different stages and in different countries. Food security is a developing definition. There is variety on defferent stages, in defferent countries,defferent capacity of food production and defferent enconomical level and defferent scholars.one of food security characteristics in China is that average amount per person, the increasenig rate of gross and sole yield, the benefits of planting and food quality ect is low.The problem of food security has dual characteristics of integrality and partial,but it is more common in local areas.To gurrantee food security, this paper systematically studied the quantity of land resourses in Liaocheng city, population and the variety of food producing relation since 1986 by using the method of empirical analysis, comparative study, historical study, and the combination of systematical study model prodiction. The problems that faced the problem of decline in land resourses,population growth,scarce of water resourses predicted food productivity,consum demand and the water resourses deficiency in 2030 in Liaocheng city and put forward the measures of food security protection.The main conclusions are as follow:1. The average amount per person of food has reached 749kg in Liaocheng city at present.which is higher than 391kg in 2010 that China established the basic overall well-to-do level, 437kg in all-round well-off society in 2020 and 472kg in prosperous overreaction stage in 2030, but there is still quite wide gap compared with developed countries.2.At present, the average single food amount is 5986 kg/ha in Liaocheng city, among them actual wheat productivity is 11.22% of the photosythetic potential productivity, 20.39% of the Photosynthetic-temperature potential productivity, 57.27% of the climate potential productivity, 74.84% of the production potential of land;11.14% of the photosythetic potential productivity in corn,14.1% of the Photosynthetic-temperature potential productivity,30.46 % of the climate potential productivity, 38.41% of the production potential of land.There is great pential to improve food yield.3. The facters population in the future in Liaocheng city, single and gross food yield, land change etc predicted the results based on grey system theory model and indicated. The total food amount of per person will be 720 kg in 2010,862.9 kg in 2020, 1034 kg in 2030 in Liaocheng city based on the trend of population increase, land declining, increasingly improving level in single yield. Predicting single yield will be 6347.3 kg/ha. In this case, The total food amount of per person will reach 510.62 kg.on the premise of 5986 kg/ha of per single yield in 2005, The total food amount of per person will be at least 481.60 kg, which keeps higher food security level.4. Environmental system, technological assurance system, social system analyzed and showed that although there are aboundunt photo-thermal resources, soil fertility of cropland has been improved and optimized in recent 20 years and high level in agricultural techniques in Liaocheng city, at same time, it is also facing some limited factors,such as scarce of water resource, aggravating in soil pollution, worsening in agricultural ecological of environment, flowing of labor force in agriculture and deficiency of more effective integrity of agricultural techniques. According to the current condition, problem and the prediction of result, I put forward the main strategy of the food security in Liaocheng city in the future.effectively supervising for land quanlity and quality, saving resourses and declining energy consum, improving the effective of food producing, improving farms'activities of planting, developing and using water resourse resonablely,improving the effective of irrigation and rain,popularizing dryland water-saving agriculture and the integrative techniques system of high efficiency of planting technique,Intensifying middle-lower yield improvement,bettering agricultural product condition,preventing water,soil pollution and the deterioration of agricultural ecological condition,controlling population growth strictly,improving worker's quality,deepening the structural reform of food circulation,establishing the perfect mechanism of food producing and managing,regularing the early-warning system of food security monitoring,strengthening the regulated power of producing and trade.
