Water resources is essential for human life. As an agricultural country, shortage and waste of agricultural water resources coexist in China. Water resources are very scarce, especially in the arid Northwest China. Therefore, building a water-saving society to improve the utilization efficiency of agricultural water resources become a key to solving the shortage of water in arid areas of Northwest China and also a main route to solving the shortage of water in Ganzhou district, Zhangye city.This paper uses data envelopment analysis method to study the utilization efficiency of agricultural water resources in Ganzhou district from farmers’ view microscopically. DEAP2.1 software was used to measure utilization efficiency of agricultural water resources and to estimate the potential of agricultural water-saving in this region based on use of agricultural irrigation water and survey data of input and output in2012 in Ganzhou district. Finally, put forward policy suggestions for how to improve the utilization efficiency of agricultural water resources based on the results of the analysis.The main conclusions as follows: first, the level of utilization efficiency of agricultural water is higher than that of the agricultural production efficiency in Ganzhou district. Second, the effect of adjusting the planting scale is more obvious than reducing water input to improvethe utilization efficiency of agricultural water. Third, the villages and towns whose utilization efficiency of agricultural water is higher have more slacks of water input, and wasting water is serious at the same time.The utilization efficiency of agricultural water of villages and towns is low while the slacks of water input is fewer, and the waste is also less.Fourth, the estimated agricultural water-saving potential is 76.825 million cubic meters in Ganzhou district.
