On this foundation, proposing concrete way of the consummation unemployment insurance reform and on the concrete side researching the taking over ,the use, the management and other aspect of unemployment insurance fund, analyzing the present operation situation of Changsha unemployment insurance ,finding the problem in this system and propose countermeasures to solve this problem.we should both seek the general rule of the unemployment insurance reform, and study the particularity of the local government, it is the combination of theory and practice and it has a certain operationality, it has the important practical significance and profound strategic sense to rich the theory of unemployment insurance system reform, to explore reform way, to instruct reform practice, to promote harmonious development of social economy.
