System Dynamics Research On The System Optimization Of Basic Unemployment Insurance Fund:a Case Of Liaoning Province

Unemployment is a more common international problem, in our country, the registered urban unemployment rate remains high and the unemployment insurance fund balances high coexistence of the problems to be solved. How to optimize the existing unemployment insurance fund system and achieve its sustainable development has become the common challenges of the world. In this article, based on system dynamics, using AnyLogic6.9.0 to explore the unemployment insurance fund income and expenditure in the next 10 years in Liaoning Province in the case of existing policy remains unchanged. Then this article individually adjusts the unemployment insurance contribution rate, the proportion of employment agencies and vocational training, unemployment insurance replacement rate and the average pay of four parameters to forecast he unemployment insurance fund income and expenditure changes under different policy conditions. The study finds that, under the same conditions of the existing policy, the growing gap between the unemployment insurance fund income and expenditure of the fund during 2013-2022 years, resulting in the cumulative balance of the Fund is beginning to show substantial growth trend from 2018, and by 2022, this trend is more and more serious, accumulated balance reaches 58.897 billion. The optimization experiment results show that, while adjusting the unemployment insurance contribution rate, employment agencies proportion of vocational training and unemployment insurance replacement rate three decision variables, we can obtain the optimal results in 2022, the accumulated balance of the Fund will be reduced to 4.407 billion, which means the unemployment insurance fund balance of payments situation will be effectively improved, and the basic realization of the fund run fiscal balance, a slight surplus, unemployment insurance fund to use utility maximization goals. Finally, this paper put forward adjusting the unemployment insurance rate, gradually increasing the level of unemployment insurance replacement rate, increasing the proportion of vocational training and employment, and actively expanding the coverage of unemployment insurance crowd organic combination of several strategies to ensure the balanced development of the unemployment insurance fund in Liaoning Province during 2013 —2022 years.
