Unemployment Insurance Fund Balance Of Payments Problem Research In Shandong Province

After three decades of reform and exploration, the reform of unemployment insurancesystem in China has made remarkable achievements, formed a set of system, realized itspolicy objectives practically, reduced the pressure of life of the insured unemployed persons,improved competitiveness and soft power to re-employment through a variety of trainingmeans, made a greater contribution to maintaining social stability and building a harmonioussociety.A low level of social pooling and serious imbalance of payments system is neither in linewith the requirements of the principle of fair and just social security, has seriously hamperedthe development of the unemployment insurance system. Excessive surplus amount ofunemployment insurance fund has become an increasingly serious practical problem.The thesis aims to analyze the reasons of excessive surplus amount of unemploymentinsurance fund in Shandong and study how to make reasonable arrangements to the balance ofpayments, to achieve a fiscal balance, to reduce the burden of the insured employers andemployees. On the basis of international experiences and lessons, proposed policies andhandling suggestions of establishment and improvement managing system of unemploymentinsurance fund revenue and expenditure of Shandong Province, in order to improve anddevelop unemployment insurance system in Shandong and the whole country.The whole thesis is divided into five parts.The first part is introduction, analyzed and elaborated the importance of studying theunemployment insurance system and balance of payments of unemployment insurance fund,and then through the analysis and discussion research status of unemployment insurancesystem, especially the unemployment insurance fund balance of payments, pointed out theimportant theoretical and practical significance of studying the issues of unemploymentinsurance fund balance of payments.The second part described the main concepts of the unemployment insurance fund,revenue, expenditure, management and supervision of unemployment insurance fund, and onthe basis of above, further analyzed the status quo, the main problems, and the need forreform of China’s balance of payments of unemployment insurance fund.The third part is an empirical study of the unemployment Insurance fund balance ofpayments in Shandong Province. This part focus on analysis the operation status, the systemof unemployment insurance fund income and expenditure in Shandong, and then a morein-depth analysis on reasons of surplus amount of unemployment insurance fund for Shandong Province.The fourth part of the thesis, introduced and analyzed the system and status quo ofunemployment insurance fund revenue and expenditure management of developed countriesi.e. the United States, Britain and Japan, both summed up the advanced experience of thedeveloped countries, and also analyzed the existing problems, further pointed out theimportant revelation of these experiences and lessons to improve the system of unemploymentinsurance fund and expenditure management in China.The fifth part, in the light of balance of payments and surplus amount of unemploymentinsurance fund in Shandong, put forward the countermeasures and suggestions to improve andperfect unemployment of the insurance fund revenue and expenditure management system forShandong Province, reference and learn from the lessons of the experience of developedcountries, based in the actual situation in Shandong.
