The Research On The Problem Of Unemployment Insurance Fund Expenditure In Shandong Province

Employment is a key issue related to people's happiness and social stability.Implementing the full employment development strategy and improving the Social Security system is the most important task of the government at this stage.Shandong Province,as the economic development in the manufacturing industry and industry dominated provinces in recent years,affected by the supply side structural reform and adjustment of industrial structure,which has made the development of some traditional industries limited,the problem of unemployment and employment is particularly serious.The Unemployment Insurance as a part of the Social Security system plays an important role in protecting the rights and interests of the unemployed persons.The implementation of the system is of great significance to social stability.At the same time,the Unemployment Insurance Fund as an important material basis for the implementation of the system,the operation of its funds will also affect the effectiveness of the “trinity” of the Unemployment Insurance system.However,at present,the surplus amount of the Unemployment Insurance Fund in China or in Shandong Province is excessively high now,this forces us to consider whether the fund expenditure is reasonable and whether the protection function of the unemployment insurance system is effective.Based on this,from the perspective of the Unemployment Insurance Fund expenditure,this paper analyzes and summarizes the relevant data of Unemployment Insurance in Shandong Province from 2005 to 2016 by means of comparative analysis and regression analysis,and find out the problems existing in the expenditure of the Unemployment Insurance Fund in Shandong Province and puts forward policy recommendations for improving the unemployment insurance system in Shandong province.The specific research ideas are as follows: Based on the analysis of the related concepts and theoretical basis of the Unemployment Insurance,this paper analyze the implementation of the Unemployment Insurance System and Fund Management in Shandong Province begins with three aspects: the historical evolution of the Unemployment Insurance System,theimplementation of the Unemployment Insurance and the management of the Unemployment Insurance Fund;Secondly,through the analysis of the total amount of the unemployment insurance funds,the expenditure structure,the expenditure utility and the influencing factors of fund expenditure in Shandong Province,the paper finds out the problems existing in the unemployment insurance fund expenditure in Shandong Province;Finally,according to the previous analysis,this paper puts forward some countermeasures and suggestions for improving the unemployment insurance system in Shandong Province.The research shows that the expenditure of unemployment insurance fund is of great significance to the protection of the unemployed persons and the operation of the unemployment insurance system.Therefore,in order to give full play to the supportive ability of the unemployment insurance system,we should expand the coverage of the unemployment insurance system firstly.The flexible employment personnel and migrant workers should be included in the coverage.Secondly,it is necessary to constantly adjust the expenditure structure of the unemployment insurance by promoting the level of unemployment benefits and expanding employment expenditure fund to promote the effective function of "ensuring basic life of unemployment,preventing unemployment and promoting employment";Thirdly,optimizing the administration of unemployment insurance funds,raising the level of co-ordination of Unemployment Insurance Fund and establishing individual accounts;Fourth,improve the matching unemployment insurance mechanism and improve the fund's efficiency through fund the performance evaluation mechanism of fund expenditure and the dynamic early warning mechanism of unemployment.
