Research On The Development Of County Economy In Hunan Province

As an old saying goes, "If every prefecture or county is governed well, the whole country will be in peace and prosperity." We can see that the development of county economy is an unavoidable problem with great importance that we must solve down the ages. Since the reform and opening up, the counties of our country have got a soaring development and thus played a more and more important role in the development of national economy. But, the implementation of the "emphasizing the development of urban economy but ignoring the development of rural economy" policy in long term has lead to a series of problems: the development of production factors like capitals, talents, technology, etc. in counties is under-developed and in a disadvantage compared with cities; the conflicts of the dual structure in urban and rural economy arise greatly; the issues concerning agriculture, countryside and farmers emerges gradually. All these problems severely curb the further development of our country's socialist market economy, which become the difficulties we must overcome in the stage of changing the social patterns. Therefore, to speed up the development of county economy is not only essential to solve the issues concerning agriculture, countryside and farmers but also to meet the requirements of balancing urban and rural development, building a well-off society in an all-round way, and building a harmonious society.This thesis touches on the development history of our country's county economy, making a generalization and summarization of the basic theories concerning the development of county economy. Based on the deep analysis of the situation and problems existing in our country's county economy, the author makes an empirical analysis on the characteristics of economic development of the top ten counties in terms of economy in Hunan Province and Hunan Provincial county economy. By combining the empirical analysis with the successful development mode of developed areas in our country and the experience regarding the development of rural regional economy in foreign countries, the author puts forward the approach for developing the county economy in our country: to highlight the regional characteristics, solve the conflicts arising from the dual structure of urban and rural economies, develop and expand the private sector of economy, industrial parks economy, and labor service economy, make an overall planning for dealing with the relationships between county economy and urban economy, internal investment and foreign investment, the leading position of government and farmers as the main bulk of executors, the industrialization, modernization, IT application and the issues concerning agriculture, countryside and farmers; to strengthen the construction of infrastructure, attract investments from overseas, and optimize economic environment; to centre on cities to balance urban and rural development, put the economies with distinctions to the leading position to promote the industrial levels, take the private sector of economy as the main bulk to form the pattern of large-scale development so as to boost the county's industrialization, agricultural industrialization and urbanization, enhance the economic strength of counties and the capability of sustainable development, step up the construction of new socialist countryside , make painstaking efforts to increase the income and improve the living quality of the masses.
