The Count Measure Analysis Of Develop The Recycling Economy Based On The Environment Issues During The Process Of Rural Urbanization

According to the propose of building new socialist countryside on the Fifth Session of the sixteenth Central Committee of the Party,our country's rural urbanization Is speeding, it's level comes to 45.68% until the end of 2008. Small rural town is the lowest level but largest amount of our city system, it's the tail of city and the head of country, as the bridge of connect urban economy and rural economy, it's the important vector of building the new socialist countryside. But since the short development time, there are common problems during the rural urbanization; the most serious problem is the environmental issues. because of poor environmental awareness and backward mode of production, some government in order to improve there political achievements, always allow the contaminated plant to survive, also attract some investments which will bring serious pollution, and do not take measures to this at the same time, all of this caused a heavy pollution to local environment, harm the life situation of local people. These years, the contradiction between social development and environment resource constraints is more and more prominent, even becoming a key issue of affects and constrains urbanization. Our country introduced the idea of circling economy at 90th, 20 century, and since then keep research in it's theory and enrich the practice. As a new style of economy, the core feature of circling economy is they solve the environment problems through use the resource efficiency and recycle, thereby promote the sustainable social development. Reduce, reuse, and recycle, is the principle of cycling economy, low consume, low emission, and high efficiency is it's characteristic, these all fit the goal of build a sustainable social life, and will work well on solve the environment pollution, so we should develop the cycling economy during the rural urbanization.This paper is divided into four parts. First part is about the environmental issues during our country's urbanization process; the second part is introduce of cycling economy, and the correlation between cycling economy and China's environment issues during the rural urbanization, also our country's circling economy situation and problems will be discussed too. Then the third part is study the advanced experience of developed countries on circling economy. The last part will propose some countermeasures which are using circling economy theory, to solve the environmental problems caused by the process of urbanization in rural areas.
