Guangxi Academy of Agricultural Science is a typical agriculture science research institution for public service. At present it only has an annual evaluation method based on the relative regulations of state institutions, without setting up a scientific and appropriate system for performance management. To cope with the trend of constructing modern academies and institutes system and the new development of science and technology, it is necessary to make a relative study on its performance management.Aiming at solving the existing problems in the performance management of Guangxi Academy of Agricultural Science, this paper tries to set up a scheme for its performance management through using the theories of performance management, directing to establish the strategic objective, focusing on the balance scorecard(continuous improvement, cycling development) and combining the management skills of key performance indicators, management by objectives. The paper also analyzes and estimates the difficulties and problems that it will encounter during the implementation of the scheme, and gives advice and solutions.The creativity of this research is: 1. overpassing the four angles of conventional balance scorecard and combining with the practical situation of public-serviced science research institution; 2. also using other performance management skills and trying to setting up a scientific, reasonable and comprehensive scheme; 3. exploring the key sections such as indicator system design, evaluation criteria and score calculation and setting up the model specific to public-serviced academies and institutes.We believe this research has values in both improving the current situation of performance management of the public-serviced academies and institutes in China and establishing an effective and comprehensive performance management system with strategic objectives.
