The Study Of Resources And Environment On Guangxi Economic Sustainable Development

Proposals on Formulating the 11^th Five-year Plan of National Economic and Social Development issued by CCCP points out clearly: "The condition of land, water, energy, mineral resource and environment in our country has greatly constrained the economic development. We should take the principle of source saving as the basic national policy, develop recycling economy and protect the ecology environment to speed up the building of resource saving-oriented and environment-friendly society and promote the harmony of social development, population, resource and environment. " In the light of this spirit, Guangxi Zhuang Autonomous Region proposes its construction object of Harmony Guangxi which mainly includes Rich Guangxi, Cultural Guangxi, Ecological Guangxi and Peaceful Guangxi. With such a political, economic and social background, it is especially crucial to study on the resource and environment in Guangxi' s economic sustainable development.This thesis adopts both quantitative and qualitative methods and employs theories like macro-economics, regional economics and industrial economics. Through the analysis on a great deal of data and statistics, it analyzes systematically on the economic development trend, resource and environment condition, industrial structure and economic growth mode that Guangxi faces and its relations with resource and environment through a great deal of reference data and statistics. Based on its study and exploration, this thesis proposes some advices on resolving the contradiction between Guangxi economic sustainable development, the resource exploitation and utilization and ecological environment protection.This thesis holds that the present condition of resource and environment of Guangxi has not yet jeopardized the social and economic development. However, Guangxi' s level of resource consumption and environment pollution has overrun the national one and the condition has a worsening trend. Besides, the overall level of Guangxi' s sustainable development ability is not high. The thesis also points out the two reasons of the worsening trend of Guangxi' s resource and environment. Firstly, the industrial development of Guangxi relies too much on the resource industries which are exactly the primary sources of resource consumption and pollution emission and result in serious structural pollution in Guangxi. Secondly, the extensive economic growth mode of Guangxi exhibits high investment, high consumption, high emission and low efficiency which also cause the overload of Guangxi' s resource and environment.The thesis proposes accordingly some suggestions on how to improve Guangxi' s resource environment. Firstly, people should discard the out-of-date view of "managing after polluted" . Secondly, the government' s responsibility should be strengthened and they should exert the economic levers like price and taxes. Thirdly, we should carry out the strategy of Industry Booms Guangxi, actualizing new-type industrialization, and combine it with transforming the economic growth mode and adjusting industrial structure. Fourthly, we should develop the recycling economy actively and steadily from the view of micro-economics.
