Research On Collaborative Management And Sustainable Development Of Hebei Economy Energy Environment

The world’s economy is developing continuously, at the same time the contradiction along economy, energy and environment is showed. The sustainable development of the economy-energy-environment system is more and more concerned by the community. While Hebei Province has the rapid economic development, continues to reduce energy consumption and reduce pollutants emissions, so that keeps the sustainable development of the economy-energy-environment system. The enterprise is the basic unit of the economy-energy-environment system, it is necessary to have business management thinking into the economy-energy-environment system, collaborative management promotes energy conservation and emission reduction, and develops low-carbon economy, thereby the sustainable development of the economy-energy-environment system is advanced.The paper describes the economy-energy-environment system theory, the sustainable development the improved composite index method, the entropy weight coefficient method and the fuzzy comprehensive evaluation method. This paper takes Hebei Province to a example, accordings to the sustainable development theory and the principle of establishing indicators system, from the angle of economic growth, technological progress, industrial structure, energy production and consumption, environmental protection, investment and environmental control, builds Hebei economy-energy-environment system’s indicators system.Based on the related data from2001to2009, the paper uses improved composite index method, subjectively determines the weight by expert opinion method, evaluates to Hebei economy-energy-environment system, subsystem and each indicator, obtains the value of comprehensive evaluation and the trend of Hebei economy-energy-environment system’s sustainable development, and is in a better sustainable development level. The paper uses fuzzy comprehensive evaluation model, determines objectively the weight through the entropy weight coefficient method, gets the value of fuzzy comprehensive evaluation of Hebei economy-energy-environment from2001to2009and is sorted, From the previous we can find out the level of Hebei economy-energy-environment system’s sustainable development from2001to2009was increasing year by year.Finally the paper proposes some measures in advancing Hebei economy-energy-environment system’s sustainable development. Currently Hebei economy-energy-environment system’s sustainable development is in a relatively good condition, but there are many problems, which requires our province to timely take measures to response, and continues to maintain Hebei economy-energy-environment system’s sustainable development. First, speed up adjusting industrial restructure. Second, increase the intensity in energy saving and emissions reduction. Third, strengthen environmental protection. Fourth, vigorously develop the circular economy.
