Outdoor advertising is the most ancient, the public, the most economical, and the most abundant form of media. As the space vector transmission, outdoor advertising is an integral part of modern city with the construction, transportation, urban greening. Those systems formed a geographic space and the visual interface of the city. Outdoor advertising has not only played an irreplaceable role for economic prosperity, beautify the city and promoting employment, but also it get more controversy caused by management, even violent conflict.How the Outdoor advertising promote the a urban development each other, rather than to hinder, or even confrontation in the process of urban development. Shouldering a heavy responsibility of urban development and harmony, the administrator deals with the issue for outdoor advertising of how do long-term planning and classification guide, instead of merely eliminated. This question has not only been an industry proposition, but also been a the modern urban ecological problems related a philosophy and the government's credibility, soft power and image of city, the brand spread and diversified economy. It need for rational analysis and discussion. This paper attempts to put the countermeasures and proposals for the current management structure, regulations, management methods and means of Shanghai outdoor advertising by analysis the present problems of the Shanghai outdoor advertising management and learn from the experience of outdoor advertising management of the United States, Japan, the United Kingdom, in accordance with the scientific development concept, as well as the legal and administrative requirements, and providing new ideas for administrator and employees of Shanghai outdoor advertisements.
