Study On The Reform Of China's Agricultural Land Property Rights System

China's agricultural land property rights system plays a fundamental role in a comprehensive rural development and progress. Since the founding of new China, the rural areas have past land reform, agriculture cooperatives, the household contract responsibility system for the 3rd agricultural land property rights system reform. These changes particularly in the family contract responsibility system greatly mobilizes the enthusiasm of the peasants, liberation of the rural social productive forces, improved rural community relations, promoting the rural spiritual civilization and political civilization, China's agriculture has brought tremendous economic progress, and laid the late 1980s China's rapid economic growth, for the urban market economic reform and the advancement of a more lenient conditions. History has proved that if there were not China's agricultural reform in the system of property rights at the end of the 1970s, China would not have such huge achievements of economic reform. However, getting into the end of the 1990s and even the 21st century, there are some questions of the household contract system,such as: diseconomy of scale, poor expected benefits,serious short-term behavior of the contractor, incomplete empowerment of contractual rights, the low level of peasant incomes and demand. These questions hindered the development of China's economy greatly. Therefore, agricultural land property rights system reform needs further improvement.On agricultural land property rights system reform, in recent years, academic studies at home and abroad have made some progress, But there are still a lot of questions to answer. This article reviews the existing literature on agriculture land property rights system issues,discusses the economics reason of the reform of agricultural land property rights system, has evaluated the reform of new China's agricultural land property rights system and its achievements in the advancement of the agriculture modernization,proposed the agricultural land property rights system in the direction of further reform, and explicitly pointed out, the agriculture land property rights system is the foundation of countryside productive relations, and the most important issue to promote the agriculture modernization and the socialism new rural reconstruction.
