Since the 1990s, the development of high-tech enterprises have been impacting and changing in economic theory , enterprise development strategy , Commercial rules of the game, people's attitudes and behavior (Chen Juan,2004) . This show, high-tech enterprises is very important to the socio-economic development. And the so-called high-tech enterprise is defined as enterprise of the establishment and growth on the basis of high-tech. It is the general characteristics, but also has the unique characteristics different from the general business, the particularity show that basis on the special type of high technology as the establishment and growth of the natural base and its basic conditions (Mingjie Rui,1999) . And the technological capital of the "software" part, that is, the part of the capital that is intelligent, We call technology-based intellectual capital in this paper, undoubtedly be a key factor, in determining factors of performance and competitive advantage.So, The paper from the technology-based intellectual capital' point to research the mechanism of the performance of high-tech enterprises, is not a new theoretically exploration, but is also of great practical significance for guiding the development of China's high-tech enterprises. This paper includes following parts.Firstly, reviews the relative literature about factors affecting of the enterprise performance, technology capital, intellectual capital, technology-based intellectual capital, high-tech enterprises, based on this, identifying the elements of technology-based intellectual capital are intellectual property rights, research and development capabilities, business processes and information technology systems; Combining the characteristics of high growth of high-tech enterprises, performance of high-tech enterprises will be divided into financial performance and growth performance..Secondly, builds the conceptual model of "technology-based intellectual capital-cost, difference-performance" of firms operating within high-tech enterprises. From the point of technology-based intellectual capital, through "cost" and "difference" as intermediate variables, the analyzed relationship that technology-based intellectual capital for performance of high-tech enterprises, and explained the meaning of intellectual property rights, research and development capabilities, business processes and information technology systems.Thirdly, based on the theoretical analysis, puts forward sixteen hypotheses about the influence of intellectual property rights, research and development capabilities, business processes and information technology systems to cost and difference; the influence of cost and difference to financial performance and growth performance; the influence of intellectual property rights to financial performance.Fourthly, theoretical model and hypotheses we put forward are tested using AMOS software. The data are from questionnaire of 104 software enterprises within Changchun. Results of the test indicate that the model is well supported and fifteen out of sixteen hypotheses are supported.Finally, a discussion is made on the test results, which further makes it clear that out research is of great importance both in theory and practice. We analyses the significance of hypotheses, which are supported and analyses the cause of hypotheses that are not supported according to the characteristics of Chinese high-tech enterprises.The basic conclusions of the dissertation are as follows:Technology-based intellectual capital is composed by intellectual property rights, research and development capabilities, business processes and information technology systems in high-tech enterprises; having the more intellectual property , R & D capability more powerful, business process more scientific and rational, it is the easier for enterprises to reduce costs and create different competitive advantage; through low-cost and difference to improve financial performance and growth performance; having the more intellectual property rights, more direct help enterprises to improve financial performance.
