Research On Structural Unemployment Question In Northeast Old Industrial Base

The structural unemployment is called"the hardcore"in macroeconomics. It is the stubborn illness which the economy developing process cannot get rid. Even in different stage of economical development in developed market economic country, the structural unemployment is always the difficult problem to realize the process of full employment goal. Since the later period of 90's in last century, with the reform deepening, the number of unemployment is increasing year by year. The situation of Northeast old industrial base is more austere which has excessively high state-owned enterprise proportion and excessively many superfluous person. The appearance of unemployment question and people who come off sentry duty formed a group of people of low income and weakness. This caused social unstable and enlarged income disparity. The employment is based on the livelihood of people, it is a government's important function. Specially in persist the science development view nowadays. It is also special important to get rid of employment problem in the environment of people-oriented.Northeast area is the typical area of our country's old industrial base, it provide the ideal platform for us to study the old industrial base. From the statistics of unemployment rate I found that it is unusual all over the world. But we can feel that the pressure of employment has already caused the difficult of massive family life and the confusion of students to apply for job. I realized from the unemployed, agricultural labor and students'apply for job that disparity between enterprise needs and personal quality which society can provide. How can we alleviate this employment friction and promote the society employment level? As far as I can concerned that as a labor economics graduate student, I have responsibility to conduct the rational research earnestly.This article is based on the questions above. It divides into five parts. First part introduced structural unemployment theory in western economic. Second part introduced the analysis of measure to solve structural unemployment in Singapore, Japan and so on. Third part analyze the present situation about the Northeast old industrial base. Forth part find out the root and the last part propose the strategy to solve the problem of structural unemployment.
