The key of enterprises subsistence is huge benefits, while the core of staff development is their outstanding performance, and essence of personnel management is performance management. To enterprise itself, the big challenge is to discover the practical approaches and effective ways to differentiate and inspire and exert the capability of all staff. Yet, in practice, there are still some problems in staff performance management. In details, they are mainly scarce check of knowledge learning and communication; lack the intention to encourage the contribution and creation to company in the angle of allot; no the active reflection owning to avoiding conflicts; the process of performance checking without the open participation of all staff; for staff, no project to promote their performance after checking and no plan for their career programming; the application of the result from checking is just simply to make the judge of staff allots ,which is no relation with staff performance bettering and perfecting.In accordance with the theory and method of modern performance management, the essay focuses on a complete analysis on the existing performance management model of Longto Group, and also presents a series of improvement solution.There are four parts of the essay. At first, the essay introduces the theory of PM by researching on the relative PM documents inside and outside of China. Then making advanced expatiation of the current status of PM in Longto Group, through relative investigation and analysis, also putting forward the existing problems in PM. As to the problems motioned above, the essay finished the design of Longto Group system and the actualization work of the material Performance Management Project. In the end, the essay expatiates on the PM measure and the culture system management which bases on PM .There are the guarantee of the actualization of PM Project, and make sure that the favorable development of the corporation and the general management system which are relative to PM .The assay makes a theoretical elaboration on PM from subjects aspects of Management Science, Enterprise Culture Management and Human Resource Management etc, which includes the normal flow of PM, the link between PM and enterprise culture, the design of Performance Indicator, and also the essay presents practical value for the enterprises how to design the total enterprise management which subjects on PM, and improve a PM model adapted itself.
