The Study On The Reform Of Management System Of Assets Appraisal Industry In China

With the constant development of the socialist market economy and the accelerationof the international economic integrating process, the assets appraisal industry in China hasmade considerable progress, and has extended to disposing of bad financial assets,collateral, upset price, determination of Litigation assets value, and so on. As a sunriseindustry, it has a strong vitality and broad adaptability.Due to historical reasons and economic benefits, the assets appraisal industry in Chinaformed a government-run management system. Relevant government departments areinvolved in it by administrative intervention and business operations, thus it causes manyproblems in this field, such as market disorder, trade over-segmentation, false informationspreading, etc. The quality of assets appraisal has been seriously affected, and the socialcredibility of it has been reduced. To ensure its health and smooth development, it is a mustthat to reform the traditional assets appraisal management system with the internationalstandard.On the reform of the assets appraisal management system, the government in Chinahas been trying hard. It formulated and promulgated a series of laws: Management ofState-owned assets appraisal Approach, A Provision of Some Issues on Management ofState-owned assets appraisal, Finance Ministry: Suggestions on Strengthening andStandardizing Assess Industry Management. July 1, 2004, the Law on AdministrativeLicensing in PRC carried out; it said that the inclusive management practices of thegovernment should be adjusted, and the "unlimited" functions of the government shouldchange to "limited". All of those provide the policy and a legal basis for the reform ofmanagement system of China's assets appraisal industry. Moreover, experts and scholars inthis field also analyze China's assets appraisal management system from different aspectsand give reform plans.Based on the above-mentioned policy, legal basis, experts and scholars reform plans,using comparative analysis method and mature experience of social intermediary servicesmanagement system in foreign countries, according to the contacting views, theconflicting views on the main aspects and secondary aspects in Philosophy, and in theprinciple of "unified management, separated development", the paper suggests a reformidea of building an assets evaluation management system in the government's macrosupervision and guidance and with the main part of industry self-regulation. Meanwhile, itsuggests two reform plans: First, establish the China Assets Appraisal Management Centeras a unified administration. The center includes the Assets Appraisal Association as self-management trade organization, which makes unified basic norms for the assetsappraisal industry. While the commissions of specific professional assessment formulatespecific professional practice guidelines. Second, retain the existing relevant rights ofgovernment, so that the commissions of specific professional assessment are lead by boththe Assets Appraisal Association and the relevant government departments. Thedepartments don't play a decisive role but just a guiding role. The author also analyzes theadvantages and disadvantages of the two reform programs, and raises the noticeableproblems of the reform finally.
