| In our country appraisal profession developed gradually in the process of reformation and openingpolicy and constructing socialist market economy, which has obtained the social approval as anindependent specialized market intermediary service trade. It played the indispensable role forestablishing and perfecting the capital market, maintaining order of the social market economy.Appraisal profession is intelligence intensive industry based on man power. The executive capacitiesand the synthetic quality of asset valuators are the reliable guarantee for the trade development, whichhas became the most important factor for promoting the industry level. It relates directly to theoperational quality and the public trust of the appraisal profession and eventually affects the survivaland the development of the appraisal profession in China. At present the reformation and opening policyand the modernization of our country have entered the essential stage, the tendency of world economicsglobalization develops further more, especially after our country joined WTO, the foreign assetappraisal organizations flowed in our country one after another, and our national asset appraisalorganizations have the demand to go abroad. The international competition is intense day by day, theappraisal business trended to synthesis——all these proposed the stem challenge and a higher requestfor the synthetic quality and the operational ability of asset valuators. However the personnel training ofappraisal profession just started in our country, which needs to improve, thus there are somecongenitally deficiencies for the asset valuators, such as the ability is different, the overall level issomewhat low, the elementary knowledge is weakness, the knowledge structure is unitary, and so on.This paper analyzed the characteristic of personnel training of appraisal profession in our country anddraw lessons from success experience of overseas related profession. Based on the above study and inview of the current problems existed in the progress of talented person raise of appraisal profession inour country, this paper proposed the construction of talented person raise system of appraisal professionand proposed the corresponding countermeasure for the safeguard profession of personnel traning worksmooth implementation.This paper is divided into six parts. The first part is introduction. It briefly described thebackground, the significance, the present situation of domestic and foreign research, and the researchmentality. The second part introduced the connotation, the characteristic, and the related theory ofpersonnel training system; The third part analyzed the current characters of talented person raise systemof appraisal profession in our country and carried on the forecast to the future demand of talentedperson of appraisal profession; The fourth part discussed the characters of talented person raise ofappraisal profession in American and Australia and summarized the lessons to our country; The fifthpart proposed the construction of talented person raise system of appraisal profession and discussedfrom external environment, goal, influence factors and function, and finally proposed the correspondingcountermeasure. |
