Cropland Conversion into Forest Program (CCFP) is the greatest scale ecologicalprojects and it is also the ecological project with the most extensive and most complicatedworking procedure among the projects in our country. CCFP should continuously promoteand satisfy the developing demand of local peasants, at the same time, it must ensure theproject's ecological benefits, in order to guarantee the efficiency and sustainable of theproject. On the basis of scientific development view, public evaluation theory and theory ofsustainable development, the thesis make a study on the effectiveness and sustainable ofCCFP. The project has obtained notable effects, which is valid; meantime takes an austeretest to the sustainable development.In this paper, the implement mode, the appraise content and the method of the internaland external CCFP were compared and analyzed, finding that the pertinence should bestrengthened; the policy about CCFP should be put forward according to different purposein different economy and social background; the practice of CCFP is a reversible dynamicprocess, which need to be adjusted and guided by policy.According to the specific condition of the project, three characters were founded,including that the governance model is various; the farmer's income increased; theenvironment is improved. But at the same time, the problem has been found on thefollowing industry lag development, the management funds and the necessary policyinsufficient, more possible about plough again, the expiration on inspection supervisingand managing, short due of the compensates deadline.To determine the factor of CCFP's effectiveness appraisal, using the theoretic analysisand the related policy principles, appraisal the ecology effectiveness on reducing the dustyweather, clearing-up water and soil running away, the improvement of rare climate, andincreasing the ratio of forest cover; the social effectiveness form the influence on labor andemployment, the peasant household's attention to the project, the industrial structureadjustment; the economic effectiveness form the influence on the income of the project,the regulation of cattle production, the influence on the crop production. Furthermore,using the law of the expert appraises, to evaluate the comprehensive benefit. Using the economic cost income angle analysis, form the angle of peasant andgovernment analyze, induce that the project obtain the comprehensive benefit. But with thedevelopment of our society, farmers appear more dependence on the police. It is suggestthat if the project is going to realize effectiveness development, we need to speed theproject steadily and reduce the scale.According to the analysis, to get the conclusion, the investment of the government hasbeen reward. The government should reduce the scale and expanding speed of the project,and strengthen the improvement of its quality and the design of its tagged policy. Only inthis way, the project can have a long-life cycle, and the ultimate aim will be achieved.
