With the development of communication and the intensifying competition among its operators, the construction of communication facilities becomes very crucial and important, which in turn makes more demand on the construction period and the quality of the project. This dissertation takes the Project-Time Management principles as its theoretical support. The present situation of the Telecommunications Access Network is probed into and the information gathered serves as the data for research. Then the raw data is synthesized and analyzed within the Project-Time Management framework, and thus the major defects or problems are revealed. What follows closely is the problem-solving phase, in which several strategies of Project-Time Management are recommended for implementation. The paper is organized along with the accepted project procedure, which includes four major steps, i.e. Mission Statement and Decision-making, Designing and Planning, Implementation and Controling, and Completion and Commissioning. Each of the four steps are interpreted and studied in terms of the devising, controlling and adjusting of their project plans. All these lead to the final analysis of the overall resource equilibrium, cost control as well as the quality assurance.The dissertation combines theory with practice,while focusing on the application of research achievements. The theory, methods and implementing tools expounded in the Project-Time Management theory is well coordinated with the Access Network project in this case. A research of this nature highlights the research modules and methodologies of Activities Inventory, Activity Sequencing, and the Evaluation and Management of project time. Furthermore, this study also unveils a general patern of how the Project-Time Management theory can be applied to detailed construction and overall administration of the Access Network. Knowledge of the rules and paterns will assist in shortening construction period, improve project efficiency, and also helps to establish PTM (Project-Time Management) based Access Network Module.
