The YKT-SMS project is the first secondary message platform which built by Unicom S province branch at prefectural and city levels. Through this secondary message platform, Company A which works as the constructor of the project, connects the SMS system with the YKT information system of City A. In this way, the citizens could query and pay their small consumption payments by sending SMS ,such as the ones for running water, electricity, gas, broadcasting, communications, social security, medical insurance, housing provident funds, government non-profit-making service fees and transportation fees. By studying the case of the YKT-SMS project conducted by Company A, this paper mainly discusses how a company introduces scientific project management techniques during the implementation of an information-based project in order to achieve effective control of the duration and risks, realize smooth communication between team members, and accomplishes the project successfully at last.First, this paper introduces the application of YKT information-based project and the YKT-SMS project among the cities of China, analyzes the entire process of constructing the YKT-SMS project, pointes out the necessity of carrying out project management, and conducts a systematic search to this project. Second, by combining the actual situation of the project with the researches on communication and information-based projects in the industries, the author elaborates the project from three main aspects: time management, communication management and risk management.In the aspect of time management, the author analyzes the whole project progress in view of its features from project schedule arrangement to implementation and control of the project on the basis of time management system and tools and techniques of adjustment in project management, and proposes a planing - tracking - adjusting 3 levels progress plan. In the aspect of communication management, the author collects and uses the known data to make an attempt on overall communication management in the YKT-SMS project. In addition, the author also tries to reach a conclusion on the methods for this kind of project communication management by using various communication channels and ways to analyze and summarize. In the aspect of risk management, according to the Delphi method, the author collects and sorts out the key risk-related factors in different stages of the project to make a specific research in systematic risk analysis, and adopts the techniques and tools of risk identification, risk estimation and risk valuation to find flaws in the project in order to the ensure the smooth progress and quality of the project to a largest extent.By using the research method combining theory with practice, this paper proposes a project management model which is appropriate for telecommunications companies to carry our in the information system construction project. The study results of this paper can play a positive role in guiding the constructions of secondary message platform and information system connection project, and have important reference value to the future implementation of similar projects.
