Study On The Index System Of Land Sustainable Utilization Evaluation Of Yizhang County

Land Resources is the material foundation for the existence anddevelopment of human society and the main source for creating otherforms of social wealth. With the rise of the sustainable developmenttheory, sustainable land utilization has become the important basis and forthe sustainable development of human society and core content of it. Thecores for the evaluation research of sustainable land utilization are toestablish the index system. Some of the index system established by thescholars has limited guidance to practice and maneuverability. Thesystematic and scientific evaluation system should be further improved.The paper puts the land use system in Yizhang county as the researchunit, and further defined land use system and sustainable land use basedon the concerned research at home and abroad. Then according to thestandard of sustainable land use, the paper put forward three basicfunctions of land use system: bearing function, production function andecological function. After deeply analysing the natural, social andeconomic conditions and land use in Yizhang county, the paperconstructed the indicator system which was closely to the definition andbasic functions of land use system. The system included target layer,function layer, criterion layer, factor layer. Among these layers, targetlayer means sustainable land use, function layer concludes bearingfunction, production function and ecological function. Criterion layer isthe branches under function layer. The criterion of realizing land bearingfunction is to achieve the goal intensive land use, balanced land structureand reasonable land use pattern. The criterion of realizing land productionfunction is the steady increase of land production and the non-decreasingquantity of land. And for the ecological function, the criterion is thestability of land-soil quality and increase of the land forestry cover rate.Below criterion layer 28 indices was chosen to compose factor layer.And by using Delphi Method, about 17 experts from the land,agriculture,construction,planning, environment protection administra-tionof the county and from the research fields of urban land planning,landadministration,hydrology, environment protection in provincial highereducation were invited to create 204 judgment matrices. After that Analytical Hierarchy Process (AHP) method is applied to determine theweighting coefficients of the indices of the evaluation system by usingMATLAB. And each threshold value of the index in the index system isdecided by consulting the related national regulations, local planning,industrial standards and on-the-spot-measurement.Using the index system, an empirical evaluation research on theland use of Yizhang County between 1996-2005 has been taken. Andthe evaluation results shows that the land use in Yizhang county isin basical sustainable state, and in the transition from basical sustaina-ble state to total sustainable state. It mostly benefits from the steadygrowth of economic density of bulding land and farmland productivityand forestry coverage. Howevert here are also restraining factors thataffecting land sustainable utilization, for example, the bulding land's structureis not reasonable, the contry land is not adequately used, there are stillplenty of idle and inefficient urban land, and the cultivated land is in adecreasing trend with soil pollution, soil erosion and land gleying stilllacking effective control. The established evaluation index system ofsustainable land use in this county, can exactly reflect the sustainablestate of land use in Yizhang County and be used for land usepractice-guiding.
