A Study On The Quality Behavior Of The Engineering Obligation Body And The Government Supervision Mode

Engineering quality is always the core issue that the construction administration department and engineering erectors. Quality supervising is a validity guarantee for engineering quality. Along with quality supervising develops deeply, the emphases of the government supervising changed from traditional single entity quality to the quality behaviors of engineering main participators with duty. While less study is made on the quality behavior of engineering main participators with duty and on the government supervising mode, thus quality supervising institution is lack of theoretic guidance during practice. That results in invalidity criterion and supervising for engineering main participators with duty and high frequency of quality accident which bring out magnitude loss of life and property of country and people. Therefore, the studies on the quality behaviors of engineering main participators with duty and government supervision mode not only can perfect engineering supervising theories, but also show great importance for government quality supervising institute standardizing and supervising the quality behaviors of engineering main participators with duty.This paper firstly analyzes the goal, cause and affecting factors of unit quality behavior of owners, construction supervision and contractor with the theory of Behavior Science. The paper studies the quality behaviors process and action mechanism.Moreover, according to the affecting factors of each main body the paper applies Game Theories and Utility Theory to establish quality behavior choice mode for the main participators.Then based on interaction factors of the main participators, the paper applies the Pulse Process methods to Pulse Process model for the interaction between the quality behaviors main participators. Through the model the paper studies stability of the government engineering quality supervising system and then through the stability the paper judges the validity of government supervision mode at present.Lastly, the paper improves the present engineering supervising system structure, which turns the present bidirectional engineering supervising system into unilateral engineering supervising system. Validated by the Pulse Process model, unilateral engineering supervising system is steady and can realize the objective of standardizing the quality behaviors of the engineering main participators with duty.
