A Research On The Evaluation Of The Resource-saving City And The Affecting Factors

Natural resources such as energy, water, and soil are the very foundation on which human beings depend for living and developing, and also the vital material guarantee for the sustainable development of society. As with the rapid development of economy and the enlargement of population, the conflict caused by the shortage of the resources becomes increasingly tense, resulting in that the traditional crude mode for the increase of economy has difficulties in supporting the sustainable development of both economy and society in our nation. Since the aim presented by the 16th Party Congress is to construct national energy-saving economic system and society, currently it has been the hot topic in academic field how to handle the bondage of resources and the pressure of environment which the well off society is facing so as to ensure the sustainable, rapid, and harmonious development of national economy. As the main body of the economy and society in our nation, cities are the major areas to prompt the comprehensive development of economy, society, politics and culture as well as the harmonious development of population, resources, and environment. At present, confronted with the issues how to measure and inspect whether the society is developing in the track of sustainable development and whether the resources are economized, the research concerning the evaluation of resource-saving cities has a profound significance in reality.This thesis applies scientific means to fix the proportion of each index of the city according to their importance, and try to truly reflect the current situation of saving resources in cities and help the leadership to effectively inspect and evaluate the current situation of consuming resources, providing scientific guide line for the formulation of the strategic aim for the future and valuable information support for the policy-makers. Standing on the shoulders of predecessors, this thesis applies circular economy theory, sustainable development theory and industry ecological theory, establishes the system of evaluating index of resource-saving cities according to the essence of saving resource and the constructing principle of index system, constructs the synthetic evaluating mode with principal component analysis and hierarchical cluster analysis, and makes a study of concrete evidence in the main 30 cities of our nation in 2003. According to the evaluation, this thesis concludes the difference of the extent of the comprehensive usage of resources in each city and the factors that affect the scoring in saving resources of cities with contrast. A primary conclusion can be achieved through the research: the situations of saving resources in cities of our nation are related with the extent of how developed these cities are, but it does not mean that the more developed a city is, the higher the extent of saving resources is. Whether a city saves resources is affected by a series of factors such as the level of the awareness of the whole nation in saving resources, the knowledge and methods of saving, the proportion of categories of consuming resources, economic factors and systematic factors.
