The Analysis Of Transfer Of Labor Force In Process Of The Adjustment In Industrial Structure

The existence and transference of the rural surplus labor force, is the inevitable outcome of the economic development and the process that a nation or regions must experience in the transition from the agriculture society to the industry society. As the companion of industrialization, the transference of the rural surplus labor force toward the non-farm production industry affect the Industrialization. Therefore, the transference of rural surplus labor force should match the propulsion of the industrialization. The rural surplus labor transfer is s key issue, which will make much difference whether full construction of a well-off society and modernization can realize. It is too an issue of strategic and overall importance to the social stability and the society progress in our country. What is more, it is an important task demanding prompt solution. Therefore no matter from the section of the development of economy and society or the section of the academic research, we must attach great importance to the issue.At first, this paper combs the representative theories and views about transfer of rural surplus labors native and abroad; describes each stage that the transfer of rural surplus labor of our country goes through in terms of history. The stages involve: the Stage of Priority Growth of Heavy Industry; the stage dual industrialization; the stage of new approach to industrialization. Based on the theory of developing economics and industrial economics, this paper focuses on the relationship between the transfer of rural surplus labor and the adjustment in industrial structure. The researching methods primarily include comparative analysis method, arithmetical elucidation method and explaining the method with chart. And also enumerates large quantity arithmetic figure and chart to explain and proof the standpoint. And the author summarized the advantages and disadvantages in transferring of rural surplus labor during the adjustment in industrial structure. Transfer of labor force in rural areas impulses the adjustment in industrial structure, and the adjustment in industrial structure draws transfer of labor force in return.Based on the theory of ecological economy threshold, this paper analyzes the main factor that influence migrant workers′ecological economy threshold and offers a new perspective for research on sustainable utilization of migrant workers′alternately. And the main conclusions to solve the employment problem are as follows: ecological economy threshold should be increased, namely increased their ability of self-organization, productivity and steady ability.Then, taking the adjustment in industrial structure the mode as foundation, the author puts forward strategic measures for the transfer of surplus labor force.
