People’s Republic of China has been established for over60years. Our country has get rid of poverty and backwardness fundamentally, and has preliminarily stepped into moderately prosperous society. In prediction, we can realize a comprehensive moderately prosperous society, our life level can amount to moderate developed countries’. At the same time, completed industrialization system and urbanization system has been established in our country. The development of our economy promoted industrial upgrading and restructuring which also result in lots of surplus labors in countryside transferred from agriculture to industrial sector and service sector. The transformation of labors in agriculture in turn have influence on development of economy and evolution of industrial structure which however accelerate our modernization and urbanization.With constantly evolution of industrial structure, a large number of surplus labors which left in countryside has transferred to urban and non-agriculture industries. Our economy is typical "dual economic structure", that is a wide gap lies between countryside and urban in development, the advanced modern industry in urban and backward traditional agriculture is in striking contrast. Meanwhile, income between urban and countryside lays an excessive gap have led to rural labors have strong desire to transfer. However, the contradiction between rural people’s low quality and employment opportunity result in labor resources can’t get reasonable disposal and non-effective transferring of surplus labor which will have restrictive function to industrial upgrading and adjustment as well as development of economy. At this new period, we must draw lessons from history, under the dual pressure of economic growth and structure adjustment, we have to comply with the transfer of rural surplus labor which put forward new requirements to our structure adjustment.The concept of industrial structure and the rural surplus labor force is defined at the beginning. The law of the industrial structure evolution and the relationship between the industrial structure evolution and the transfer of rural surplus labor is analyzed theoretically. Based on the theoretical analysis, the phase characterized the transfer of rural surplus labor force is analyzed. Since the founding of China, the transfer of rural surplus labor force is divided into three stages:the stage of traditional economic system, economic system transition stage, and the stage of socialist market economic system. The relationship between rural surplus labor and industrial structure evolution at all stages was analyzed. The number of surplus labor was estimated, which supports the econometric models and elasticity measurement data analysis. By empirical analysis, it investigates the impact of the proportion of industrial output value, industrial growth ratio and the department growth ratio on rural surplus labor, then conclusion comes by the historical data and empirical analysis. Considering the actual situation in China, policy recommendations are put forward.To promote rural labor transferring, we should increase investment in rural education, and ensure labor force can meet the demand of industrial structure upgrade. And to realize the transformation and upgrading of rural economic structure through the development of agricultural science and technology. Meanwhile, give full play to the attractive advantages of the third industry to labor force, remolding and upgrading industry, use the advantage of labor resources in our country, to realize double goals of economic growth structure adjustment.
