This paper is a research on the case study on the role of Wenzhou business union in managing city public business. With references to the research achievement about business union by experts home and abroad, this thesis investigates the role of business union of WenZhou in city public business management by means of questionnaire and deep interview. Meanwhile, by the comparison of the role of business union of WenZhou in the late Qing dynasty and after the reform and open policy, their similarities and differences in city public business management are followed, and then points out the present problems.Based on the above analysis, the author put forwards the development strategies of business union in taking part in city public business management. Firstly, the duties of business union should be clarified legally; secondly, the government should pave the way to guide, encourage and support business union's participation in city public business management; thirdly, the business union and industry organization should strengthen themselves continually. In WenZhou, along with the development of Non-state-operated economy, business union has become the leading strength in city public business management and has shouldered more important responsibility. The mutual reliability between the government and business union in city public business management has become deeper and deeper. Finally, the thesis emphasizes that the proper role of business union in managing city public business will benefit the local government administration. With the combined governing strength of the government, corporation and the third part power, the good governance of city public business management can come true.
