| Peasant income is the main problem of new countryside building. In recent years, thepercentage of agricultural income declines continuously and non-agricultural incomeincreases continuously of the peasant gross income. It turns out to be that rural surpluslabor transferring plays an important role of increasing peasant income, promoting newcountryside building, realizing rural social and economic development becausenon-agricultural income depends on non-agricultural employment. At the same time, ruralsurplus labor which transfers slowly has become the bottleneck of rural social andeconomic development. How to break up the bottleneck is the main content of newcountryside building. This study that bases on current situation analyzes the rule ofvariation of rural labor transferring before and after reform and opening-up. It believesthat human capital is critical among kinds of factors of setting back rural surplus labortransferring. The current rural human capital stock is inadequate such as lack of education,training and health. This sets back the rural surplus labor transferring effectively. Base onthe discussion above, this study believes that increasing rural human capital investment toprove rural human capital stock is crucial to promote rural surplus labor transferring.Furthermore, it also dwells on the problems of current rural human capital investment andgives some countermeasures to solve these problems. |
