Enterprise training, as a rising industry, has been growing up inthe educational training market, which was the result of the demand fortalents from enterprises. Enterprises training markets in the developedcountries all over the world and in some big domestic cities like Beijing,Shanghai have been growing up and fully developed. There are largenumbers of small and medium enterprises in Wenzhou, which iswell-known for its developed private economy, while whose developmentof enterprises training markets is barely satisfactory. Under such a marketeconomy circumstance that the competition is increasingly fierce, howshould the enterprises training institutions in Wenzhou establish effectivedevelopment strategies and tactics replying to it so as to meet the demandfor enterprises training in Wenzhou city? This has been an important issuethe enterprises training institutions are currently faced with.Based on clients questionnaires and information from depth communications with clients, integrating the data released by relatedgovernment departments, this paper begins from training clients' point ofview and builds up a framework with the theory of strategy management. Itintroduces the inside and outside environments of the enterprises traininginstitutions. Then it proceeded to make a detailed analysis on the factorsinfluencing the development of enterprises training institutions. Finally, itspreads out the investigation on the development strategies and answerabletactics for client-based enterprises training institutions in Wenzhouaccording to the theories such as strategy management, etc.In the research, the analysis tool of PEST is used to fully analyzemacro condition under which the enterprises training institutions inWenzhou have been; an integrated analytical method is utilized to analyzethe market demands and development prospects for enterprises training inWenzhou, and the five-forces model of competition by Professor Baud toanalyze the competition situation of this industry; Using comparativeapproaches to analyze every factor of the inside environment, the authorcompares the inside internal development situation of this industry with theactual demands from the clients; SWOT approach is used tocomprehensively analyze the opportunities, threats, advantages anddisadvantages of promoting the enterprises training institutions; Accordingto the TOWS matrix technology and large strategy matrix technology, theauthor put forward development strategies: to put across its competitive advantage through diversity development strategy of providing featureservice, meanwhile, to develop brand consciousness and sense of creativityachieving innovation development strategy together with clients demands;In addition, to realize the diversity development strategy and federal grouptactics by integrating resources.Finally, in the light of characteristics of enterprises training, thispaper offers answerable strategies, from such six aspects as training courses,training modes, project promotion, training staff resources, managementmechanism and culture construction, for the realization of the developmentof enterprises training institutions in Wenzhou.
