Forest rights is an important part of forestry policy, it is a key factor for forestry stabilityand sustainable development. With the economic development of the state-owned forestryregion in Northeast and Inner Mongolia and the ever-changing of forestry resources, theconflict between economic development and resources exhaustion becomes sharper. Forestownership which is formed under the existing management structure has restricted thedevelopment of economy to a certain extent, it is difficult to curb the rapid consumption offorest resources, and all of these situations are seriously challenging the sustained, stable andhealthy development of traditional state-owned forest region. Therefore, investigation theforest rights system in Northeast and Inner Mongolia, optimization the structure of forest rightssystem and establishment of an effective system of forest rights are urgently needed byeconomic growth and resources utilization of state-owned forestry region.From the aspect of perfection of the forest rights system in Northeast and Inner MongoliaForestry Region, the author analyses historical evolution, characteristics and problems of theforest rights system in this area, discusses the equilibrium between supply and demand offorest rights system and its constraint conditions, and also its structural unbalance in forestrights system, by using some analysis methods such as contrast analysis and system analysis.Learning from the successful experience of state-owned forest rights sysytems in foreigncountries and referring to the theories of Property Rights Economics and New InstitutionalEconomics, the author sets up a series of reform plans on the forest rights system in Northeastand Inner Mongolia Forestry Region and also brings forward a method on institutional change,which believes that forest rights should be separated by different functions in state-ownedforestry region to participate in the transferring, and suggests to carry out joint-equity reformon state-owned forests. This paper also discusses the difficulties on forest reform and problemsto which should be paid attention, even promotes some supplementary measures in order toaccelerate the reform of forest right system.
