With the construction of ecological function zone in Daxingan mountains and Xiaoxingan mountains forest region, national main function zoning strategies are important extension and implementation at the regional level. As a new kind of framework about ecological environment and resource management, construction of ecological functional areas will certainly affect the survival and development of state-owned forest region, in addition, Heilongjiang state-owned forest region and the Daxingan mountains state-owned forest region as a pilot will fist to stop commercial logging from April 1,2014. These changes will be the first to be affected the forestry worker family who.is the smallest individuals of the state-owned forest region system. The implementation of two natural forest protection projects, the focus will focus on improving the livelihood of the people on state-owned forest, this is a rare historical opportunity for the state-owned forest forestry workers. Development of the state-owned forest region should be especially contract between forest natural capital and social capital formation, However, in the real world, the state-owned forest rich in natural resources and employee family poverty or vulnerability may constitute an important contradiction in the development of foresee are, and restrict the reform and development of the state-owned forest regions. This thesis is a study in this context, workers on family vulnerability research will increase the state-owned forest workers living standards and enhance their adaptive capacity for sustainable development, and to solve the livelihood problems of state-owned forest has a certain reference value.Based on the research results and to draw home and abroad, and vulnerability theory and social capital theory, this paper analyzes the connotation of vulnerability of forest workers family, and the contacts difference between poverty and vulnerability, poverty is a major source of vulnerability. However, the vulnerability is not just a shortage or lack of, it is more emphasis on the face of danger, shock and external pressure, the extent of its ability to resist or adapt to their own lack of ability, insecurity or disaster-prone. First, based on the pressure-state response model to analyze under outside pressure faced, the state-owned forest workers family vulnerability formed diffusion mechanism; Secondly, based on the project states from 2013 to 2014-"The State Forestry Administration of Forestry Research projects on major issues-key state owned forest livelihood monitoring", calculation of the current vulnerability of workers family situation, it was found in the northeast of the four state-owned forest workers families into vulnerability up 34.09%, nearly half of the forest worker families are unable to resist the impact of external political, economic and environmental change. Among them, the Jilin state-owned forest workers family in vulnerability proportion at least, only 25.33 percent, Heilongjiang Forest Industry Region vulnerability of workers in the largest proportion of households for 47.01%; Then, using the fixed effects regression model, and statistical software Eviews6.0, from the capital, human capital and social capital three dimensions substance analyze vulnerability factors of working families. The results showed that in the northeast state-owned forest workers family influencing factors of vulnerability, the greatest impact on human capital vulnerability, physical capital followed by the impact of human capital vulnerability, and social capital vulnerability is not affected. This is different from many scholars research, they think the physical capital poverty is the main cause of forest worker family vulnerability; Finally, based on previous theoretical and quantitative analysis results, combined with relevant examples, put forward the elimination strategies of forest worker family Vulnerability during transition from the physical capital vulnerability, human capital vulnerability and social capital vulnerability three angles.
