With the people depth understanding of forestry, its economic status becomes increasingly important. As China's forestry harvested level is too large and the work of tending the forest resources is out in place.there has been problems:demand for eco-environmental construction does not match social development, the sharp contradiction between supply and demand of wood products, ecological carrying capacity does not meet the growing demand and so on, which has a serious impact on forestry economic development. Therefore, in China's forestry development "Twelve Five Year Plan", economic transformation of state-owned forest is as an important part of forestry work within the next five years. As the largest forest in the area and resources reserves of China's three state-owned forests, the status that economic transformation of state-owned forest in Northeast has a direct impact on change results of the economic growth pattern of the national forest. Only economic development of state-owned forest in Northeast gets rid of timber resource constraints, it can promote adjustment of the economic structure and economic growth pattern is more reasonable.The paper is on the research of economic transformation of state-owned forest in Northeast.Through analysis of the domestic and foreign research situation and reference Heckscher-Ohlin model, life cycle theory, economic growth theory, sustainable development theory and the economic theory of transformation and perspectives of other relevant economic theory, build the theoretical framework of the economy transformation of the state-owned forest in Northeast. On the basis of the theory and combined with the inherent characteristics of the state-owned forest in Northeast, the research draw essential reason of economic transformation in the resource-based regional and economic barriers that exist in transformation process.From the research on economic operating conditions of state-owned forest in Northeast found that the running track of the state-owned forest in Northeast economy has begun in the direction to get rid of timber resources, but the extent of development is not yet clear, which should define it through the measure analysis. For this, this paper had depth study on the process measure of the economic transformation in the state-owned forest in Northeast, select14statistical indicators from four-pronged:the economic, social, ecological environment and resources and assets approach to build a indicator system of economic transformation of the state-owned forest in Northeast. And on this basis, using the model of AHP and TOPSIS to make analysis on section data for2005-2009of the state-owned forest in Northeast, measure the stage of economic transformation of the state-owned forest inNortheastnow.Combined with the inherent characteristics of the state-owned forest in Northeast and other areas of economic restructuring experience, design the viable model of economic transformation in the state-owned forest in Northeast and explore transition models that will be taken in different regions of the state-owned forest inNortheast. Meanwhile, the papers make a theoretical analysis to the input costs need to pay in the process of economic transformation of the state-owned forest inNortheast, design a way to break down of investment channel, clearly the content undertaken by state, local governments, forestry companies and workers in the transition process. Finally, to achieve the economic transformation of the state-owned forest in Northeast as soon as possible proposing optimize the economic structure, promoting system reform and opening-up degree and other specific measures, and the policy, funding, personnel and social support system which guarantee these measures smoothly carried out.
