After China entered into WTO and got in track with market economy, the economic transition on Micro-level was almost finished, and Mid-level (Regional) economic transition became the major problem. As one of the economic transition countries, although China kept fast economic growth, there were still many regional development problems such as increasing regional gap. The world paid special attention on economic transition in Beijing as the capital of China, and the economic transition in Beijing was also the typical example for regional economic transition. This article emphasized regional economic transition in Beijing, and believed the objective of transition was to an international city. However, what is the statues quo and characteristics of the transition, and which way can be used in the process of transition, these were all realistic questions for us to research.This article used mature regional economic theories and pointviews of economic transition to analyze, and establish index of economic transition toward international city based on the theoretic basis. Though longitudinal analysis of seven years data of Beijing and research of transitional condition, the article discussed about the advantages and shortages of Beijing, and predicted three tendencies of the transition - international coordination, innovation and service. The article researched the transitional ways of four cities as well, assisted by the evaluation of indexes in eight cities, tried to provide lessons for Beijing. Finally, the article believed sustainable development was the way to achieve economic transition towards an international city using limited resources. Through analysis of Kuznets Curve of Regional Economic Transition towards Internationalization and major problems of resources in Beijing, the article put forward that circular economy model was the direction of sustainable development, and the way for Beijing to accomplish economic transition was establishing of regional innovation systems, and using the systems to develop circular economy model and innovation basis for the transition towards an international city.
