The fundamental resolutions to nuclear power deployment are safety, low proliferation risk, public acceptance and generation cost, in which the affordable generation cost is a characteristic element of these aspects. It is the particularity of nuclear power that destines the evaluation of nuclear power by measuring the whole process of generating electricity and internalizing all the external costs.The relevant nuclear power evaluation models and presumptive programmes can not take the particularities of nuclear power into account. Owning to the long econoical life and large amout of investment, the discount rate does not represent the stability of nuclear power future profit.Once-through fuel cycle and closed fuel cycle are the investigated objects. According to the sequence of nuclear power generation, uranium ore mining, uranium enrichment, fuel assembly fabrication, nuclear plant construction and operation, nuclear facility decommissioning and spent fuel disposal, this paper analyzes the evaluation parameters of relevant procedures from safety, nonproliferation, public acceptance and cost. Further, reference to technology, policy and society, this paper merging clusters these parameters and forms the parameters system of the nuclear power economics evaluation. This parameter system settles out the particularity of nuclear power development process, and analyzes most relevant parameters of the social costs, which establish the efficient ways to consummate evaluation system.Under the current nuclear power market, this paper analyzes the economics of 1000MW nuclear power unit and the possibility of 40000MW installed nuclear capacity before 2020 by partial parameters. Furthermore, it is low risk to realize the nuclear scale of economics by concentrating the technology advantage of CNNC, the capital strength of conventional power groups and the project management experience of CGNPC under the resource restriction.
