Research On The Science And Technology Innovation Ability Of High Education Schools Of Hebei Province

Our times has already stepped into the era of the knowledge economy, and innovation is the important characteristic in this era. As the important strength of the S&T innovation, the university is playing a more and more important role in our country. In 2005, Hebei provincial Committee of Communist Part of China and Hebei Provincial Government made a decision on Strengthening the Work of Science and Technology, it decided to perfect the regional innovation system and promote the regional innovation ability, of which is exerting the function of high education schools. The development of regional economy put the Science and Technology innovation of high education schools and the S&T innovation ability of high education schools to an urgent position.This article proceeds from important meaning of the S&T innovation ability of high education schools, studies international and domestic universities' basic situation from the national innovation system, Because our country still has no system of statistical indices which can appraise systematically for S&T innovation ability of the university of provinces at present, so this article, after carrying on a large amount of systematic analysis and comparative studies,has set up a set of comparatively overall comprehensive evaluation index system directed against the innovation ability of the university, and use the S&T of high education schools from 29 provinces as target of appraising, used the factor analysis, has made comparatively accurate localization and objective appraisal on the S&T innovation ability of high education school in Hebei. Through the analysis to the result of comparison and appraisal, the author has found out the main problems which influence the S&T innovation ability of high education schools in Hebei to promote, and carried on the research of management and countermeasure directed against these questions.
